AN ACT
Amending the act of November 10, 1999 (P.L.491, No.45), entitled
"An act establishing a uniform construction code; imposing
powers and duties on municipalities and the Department of
Labor and Industry; providing for enforcement; imposing
penalties; and making repeals," in Uniform Construction Code,
further providing for adoption by regulations.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 301(b) of the act of November 10, 1999
(P.L.491, No.45), known as the Pennsylvania Construction Code
Act, is amended and the section is amended by adding a
subsection to read:
Section 301. Adoption by regulations.

(b) International Fuel Gas Code.--[The] Except as provided
under subsection (b.1), the department shall, within 180 days of
the effective date of this section, promulgate regulations
adopting the International Fuel Gas Code for the installation of
fuel gas piping systems, fuel gas utilization equipment and

related accessories as the standard for the installation of
piping, equipment and accessories in this Commonwealth.
(b.1) Zero-emission standards for space and water heaters.--
(1) The department shall, by June 30, 2026, promulgate
final regulations that develop zero-emission standards for
space and water heaters sold in this Commonwealth so that
beginning January 1, 2030, all new space and water heaters
for new construction and replacement of worn-out equipment in
existing buildings sold in this Commonwealth meet the zero-
emission standards.
(2) In the development of final regulations under this
subsection, the department may consult with the United States
Department of Energy. The department shall consult with
municipalities to encourage an increased adoption of zero-
emission technologies and consult with community-based
organizations and other entities to incorporate equitable
considerations for low-income and environmental justice
communities where feasible.
(3) The department may not mandate retrofits in existing
buildings. The department shall mandate that upon replacement
of an existing space or water heater, a retrofit may be
required to be able to use the new technology of the zero-
emission standards.

Section 2. This act shall take effect in 60 days.
