AN ACT
Providing for allocation of money to family planning providers;
prohibiting certain allocation; and making an appropriation.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Family
Planning Funding Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Crisis pregnancy center." An establishment that provides
counseling and other prenatal services to a pregnant woman or
birthing person to persuade the pregnant woman or birthing
person to choose parenthood or adoption over abortion services.
"Department." The Department of Human Services of the
Commonwealth.

"Family planning provider." A hospital, clinic, individual
or other entity that is licensed to and engages in family
planning services.
"Family planning services." Diagnosis, treatment, testing,
pharmaceuticals, supplies, counseling and other contraceptive
services, including abortions, which are provided to an
individual of childbearing age to enable that individual to
prevent or end a pregnancy.
Section 3. Appropriation.
The sum of $10,000,000 is appropriated to the department for
the purpose of this act. The department shall allocate money to
family planning providers in a manner that the department
determines maximizes the access to family planning services for
individuals across this Commonwealth.
Section 4. Discrimination prohibited.
The department may not discriminate against any family
planning provider in allocating the money under section 3 due to
the family planning provider providing an abortion.
Section 5. Money allocation prohibited.
The department may not allocate money under section 3 to a
crisis pregnancy center.
Section 6. Effective date.
This act shall take effect in 60 days.
