AN ACT
Amending the act of November 24, 2004 (P.L.1270, No.153),
entitled "An act providing for the Pennsylvania Amber Alert
System; authorizing and directing the Pennsylvania State
Police to establish and maintain the Pennsylvania Amber Alert
System; assessing costs; and providing for immunity and
penalties," further providing for title of act and for
Pennsylvania Amber Alert System and Missing Endangered Person
Advisory System (MEPAS) established; and providing for use of
Dangerous Fugitive Alert System (DFAS).
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The title of the act of November 24, 2004
(P.L.1270, No.153), referred to as the Pennsylvania Amber Alert
System Law, is amended to read:
AN ACT

Endangered Person Advisory System and Dangerous Fugitive
Alert System; authorizing and directing the Pennsylvania
State Police to establish and maintain the Pennsylvania Amber
Alert System, Missing Endangered Person Advisory System and
Dangerous Fugitive Alert System; assessing costs; and

providing for immunity and penalties.
Section 2. Section 1 heading of the act is amended and the
section is amended by adding a subsection to read:
Section 1. Pennsylvania Amber Alert System [and], Missing
Endangered Person Advisory System (MEPAS) and
Dangerous Fugitive Alert System (DFAS)
established.

(c) Dangerous Fugitive Alert System (DFAS).--The
Pennsylvania State Police shall establish and maintain the
Dangerous Fugitive Alert System to assist in the protection of
the public and the apprehension of inmates and other individuals
of immediate threat, as identified by the Pennsylvania State
Police, who have escaped, absconded or otherwise removed
themselves without proper authorization from a correctional
institution, as defined under 61 Pa.C.S. § 102 (relating to
definitions), or a place utilized for detention of juveniles
under 42 Pa.C.S. § 6327 (relating to place of detention),
through prompt notification to the general public, appropriate
law enforcement authorities and other public agencies.
Section 3. The act is amended by adding a section to read:
Section 2.2. Use of Dangerous Fugitive Alert System (DFAS).
(a) Operation and activation.--The Dangerous Fugitive Alert
System shall be operated by the Pennsylvania State Police.
Activation may be requested by law enforcement agencies if
notification of the public is considered prudent for the
protection of the public and public assistance would expedite
the apprehension of an inmate or other person identified by the
Pennsylvania State Police as posing an immediate threat to the
public as described in section 1(c).

(b) Recommendations.--No later than December 31, 2024, the
Pennsylvania State Police shall submit written recommendations
to the General Assembly regarding utilizing and expanding the
reverse 911 system in all counties across this Commonwealth and
incorporating county emergency medical service alerts in the
Ready PA system.
Section 4. This act shall take effect in 60 days.
