AN ACT
Amending Title 63 (Professions and Occupations (State Licensed))
of the Pennsylvania Consolidated Statutes, in powers and
duties, providing for temporary rulemaking authority.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 63 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 3119. Temporary rulemaking authority.
(a) Promulgation.--A licensing board or licensing commission
under the bureau that is subject to an interstate licensure
compact act may promulgate temporary regulations NECESSARY FOR
THE IMPLEMENTATION OF LICENSURE COMPACTS . The temporary
regulations shall not be subject to:
(1) Sections 201, 202, 203 and 205 of the act of July
31, 1968 (P.L.769, No.240), referred to as the Commonwealth
Documents Law.
(2) Section 204(b) of the act of October 15, 1980
(P.L.950, No.164), known as the Commonwealth Attorneys Act.

(3) The act of June 25, 1982 (P.L.633, No.181), known as
the Regulatory Review Act.
(b) Expiration.--Temporary regulations promulgated under
this section shall expire no later than three years following
the publication of the temporary regulations in the Pennsylvania
Bulletin. Regulations adopted after expiration of temporary
regulations promulgated under this section shall be promulgated
as provided by law.
Section 2. This act shall take effect in 60 days.
