AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in certification of teachers,
providing for tuition assistance for inactive educators.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 1221. Tuition Assistance for Inactive Educators.--
(a) Inactive educators shall be eligible to enroll in credits
of collegiate study.
(b) The State Board of Education shall identify and review
credits of collegiate study and develop a list of credits of
collegiate study and institutions of higher education offering
these credits of collegiate study and shall make this list
available to inactive educators. The list of available credits

of collegiate study shall be updated every three (3) years.
(c) Each approved provider shall annually report to the
Department of Education the number of credits of collegiate
study taken at their institution.
(d) Beginning June 1, 2025, and each June 1 thereafter, the
Department of Education shall notify the General Assembly of the
total number of credits of collegiate study taken at an approved
provider that is part of the State System of Higher Education
and the total number of credits of collegiate study taken at an
approved provider that is not part of the State System of Higher
Education.
(e) No later than June 30, 2025, and each June 30
thereafter, the General Assembly shall appropriate sufficient
money to reimburse approved providers for credits of collegiate
study. The reimbursement money shall be distributed to each
approved provider to cover the charges for tuition that were
waived for the credits of collegiate study.
(f) As used in this section, the following words and phrases
shall have the meanings given to them in this subsection unless
the context clearly indicates otherwise:
"Approved provider." An institution of higher education
approved by the Department of Education to provide credits of
collegiate study.
"Credits of collegiate study." Coursework to meet
requirements under section 1205.2(a)(1) offered by an approved
provider at no charge for tuition at an institution that is part
of the State System of Higher Education or at a fifty per centum
(50%) reduced tuition at an institution that is not part of the
State System of Higher Education.
"Inactive educator." A professional educator who requested

the Department of Education to place their certificate on
inactive status under section 1205.2(k) at least seven (7) years
prior and who agrees to request the removal of inactive
certification within one hundred eighty (180) days of enrollment
in credits of collegiate study.
Section 2. This act shall take effect in 60 days.
