A RESOLUTION
Directing the Joint State Government Commission to conduct a
comprehensive study of the viability, benefits and costs of
establishing consolidated, county-led busing of all private
and public school students.
WHEREAS, Some counties in this Commonwealth are currently in
the process of consolidating transportation services, while
other counties are considering consolidation as an option; and
WHEREAS, Research shows that consolidating transportation
services has saved counties a significant amount of money; and
WHEREAS, Despite the possible cost savings, there has been
little effort to discuss the consolidation of school
transportation services in this Commonwealth; and
WHEREAS, In 2019, the United States spent $1,152 per student
on public school transportation; and
WHEREAS, In this Commonwealth, school district transportation
costs cover approximately half of the pupil transportation
subsidy; and
WHEREAS, As with county transportation services,
consolidating school transportation would likely save districts

more money that could be spent on bettering education services,
improving health services in the midst of a global health crisis
and reducing property taxes; and
WHEREAS, As of the time of this resolution, Pennsylvania law
requires school districts to provide transportation for charter
school students, but not every student; therefore be it
RESOLVED, That the House of Representatives direct the Joint
State Government Commission to conduct a comprehensive study of
the viability, benefits and costs of establishing consolidated,
county-led busing of all private and public school students; and
be it further
RESOLVED, That the Joint State Government Commission, in
conducting the study, shall:
(1) evaluate the cost savings and efficiencies that may
materialize as a result of consolidating school
transportation services, including personnel, equipment and
facilities;
(2) review cases in other states where school
transportation services are effectively governed under a
single school entity;
(3) evaluate and make recommendations on how to manage a
school district's debt as a result of the consolidation of
school transportation services; and
(4) propose legislation required to implement the
consolidation of school transportation services;
and be it further
RESOLVED, That the Joint State Government Commission issue a
report with its findings and recommendations within 12 months of
the adoption of this resolution to the Education Committee of
the House of Representatives and the Transportation Committee of
