A RESOLUTION
Directing the Joint State Government Commission to conduct a
study on the economic costs of flooding on residential homes
and businesses in this Commonwealth.
WHEREAS, Flooding causes billions of dollars of damage and
destroys thousands of homes all over the United States; and
WHEREAS, Flooding is the most common natural disaster in
Pennsylvania; and
WHEREAS, According to the Federal Emergency Management
Agency, just one inch of water can cause approximately $25,000
in damage to a home or business; and
WHEREAS, Pennsylvania has experienced at least three major
flooding events in the past 20 years, including Hurricane Ivan
in 2004, Tropical Storm Lee in 2011 and Hurricane Ida in 2021;
and
WHEREAS, Hurricanes Ivan and Ida, along with Tropical Storm
Lee, caused a combined total of more than $600 million in
property damage; and
WHEREAS, In Pennsylvania, 24 counties have an average of one
