A RESOLUTION
Urging the Congress of the United States to oppose the sale of
United States Steel Corporation to Nippon Steel Corporation.
WHEREAS, Steel production is a vital piece of the United
States' economy and a critical element of national defense; and
WHEREAS, United States Steel Corporation (U.S. Steel) was
founded in 1901 by the merging of two steel companies and is
headquartered in Pittsburgh, Pennsylvania; and
WHEREAS, U.S. Steel produced the materials that built
skyscrapers, bridges, automobiles, appliances and thousands of
other products, helping to propel the United States to becoming
an economic superpower; and
WHEREAS, On December 18, 2023, U.S. Steel announced that the
corporation would be sold to Nippon Steel Corporation, Japan's
largest steelmaker; and
WHEREAS, The United Steelworkers opposes the sale of U.S.
Steel to this foreign company, as union jobs across this

Commonwealth could be at risk; and
WHEREAS, Nippon Steel Corporation's interests are tied to the
financial interests of its home country of Japan; and
WHEREAS, Domestic steel production is vital to the national
security of the United States, and administrations of all
political parties have sought to bolster the steel industry; and
WHEREAS, Nippon Steel Corporation has previously faced
health, safety, environmental and antidumping violations in the
United States; and
WHEREAS, The United States Treasury Department's Committee on
Foreign Investment in the United States is tasked with reviewing
the proposed sale of U.S. Steel because it involves foreign
investment in the United States; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States to oppose the sale of United States Steel Corporation to
Nippon Steel Corporation; and be it further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania communicate this opposition to the
President of the United States; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the President of the United States, to the presiding officers of
each house of Congress and to each member of Congress from
Pennsylvania.
