A RESOLUTION
Urging the United States Congress and relevant Federal agencies
to review and strengthen the regulations and procedures
governing flights transporting large numbers of undocumented
immigrants, ensuring that the review prioritizes the safety,
dignity and rights of all individuals involved, including the
host communities of aviation facilities, while also
addressing national security and effective immigration
enforcement needs.
WHEREAS, "Ghost flights" refer to untracked and unmonitored
flights carrying undocumented immigrants into the United States
to circumvent and abuse immigration law; and
WHEREAS, The use of ghost flights for illegal immigration
undermines the hard work and dedication of immigrants who enter
the United States legally; and
WHEREAS, The nature of these flights poses significant
challenges to Federal and local agencies in enforcing
immigration policy; and
WHEREAS, Ghost flights pose a significant challenge not only
to the enforcement of immigration laws and the protection of the
border but also present potential risks to public safety and
national security; therefore be it

RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge our Federal counterparts,
including the United States Congress and relevant Federal
agencies, to review and strengthen the regulations and
procedures governing flights transporting large numbers of
undocumented immigrants, ensuring that the review prioritizes
the safety, dignity and rights of all individuals involved,
including the host communities of aviation facilities, while
also addressing national security and effective immigration
enforcement needs; and be it further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge Federal officials to
collaborate with state and local authorities, as well as
relevant nongovernmental organizations, to ensure that these
regulations and procedures are effectively implemented and any
issues are promptly addressed; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the President of the United States, the United States Secretary
of Homeland Security, the United States Attorney General, the
United States Secretary of Transportation, the presiding
officers of each house of Congress and to each member of
Congress from Pennsylvania.
