A RESOLUTION
Designating August 19, 2024, as "Marion Munley Day" in
Pennsylvania.
WHEREAS, On August 19, 1906, Marion Munley was born in
Buffalo, New York; and
WHEREAS, Marion Munley grew up in Scranton and had an early
interest in politics and government; and
WHEREAS, Marion Munley attended St. John's High School and
later attended Marywood College, now Marywood University, and
the Powell School of Business; and
WHEREAS, In 1928, Marion Munley organized the first
Democratic Women's Club in Scranton; and
WHEREAS, Marion Munley participated in a number of other
political organizations, including the Young Democrats of
Lackawanna County, the Blakely Democratic Club, the Jermyn
Democratic Club and the Women's Democratic Club of Mayfield; and
WHEREAS, Marion Munley married Robert Munley, who served as a
member of the Pennsylvania House of Representatives from 1939

until his death on January 25, 1947; and
WHEREAS, On September 9, 1947, Marion Munley won a special
election to finish out her husband's term, becoming the first
woman elected to be a State representative from northeastern
Pennsylvania; and
WHEREAS, Marion Munley went on to be reelected eight times,
deciding not to run for reelection in 1964; and
WHEREAS, During her tenure, Marion Munley became the first
woman elected Democratic Caucus Secretary in the 300-year
history of the legislature; and
WHEREAS, Following her time as a member of the Pennsylvania
House of Representatives, Marion Munley served as the Secretary
of the House of Representatives from 1965 to 1966, the first and
only woman to hold that position; and
WHEREAS, Among Marion Munley's greatest legislative
achievements was coauthoring House Bill No. 66 (1959), which was
signed into law as the Equal Pay Law and which bans employers
from discriminating in pay on the basis of sex; and
WHEREAS, Marion Munley died on September 14, 1983; and
WHEREAS, On October 15, 2021, Marion Munley became the first
woman to be included in Scranton's Distinguished Citizens
Memorial; and
WHEREAS, Marion Munley left an indelible legacy, setting many
precedents for women and achieving legislative victories in the
pursuit of equality and fairness; therefore be it
RESOLVED, That the House of Representatives designate August
19, 2024, as "Marion Munley Day" in Pennsylvania; and be it
further
RESOLVED, That, as legislators, the House of Representatives
honor Marion Munley's memory by continuing to work toward a
