AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in licensing of drivers, further providing for
examination of applicant for driver's license; and, in
motorcycles, further providing for motorcycle safety
education program.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Sections 1508 and 7911 of Title 75 of the
Pennsylvania Consolidated Statutes are amended by adding
subsections to read:
§ 1508. Examination of applicant for driver's license.

(d.1) Legal guardianship awareness.--The driver's manual
shall include a section with the following statement:
"Just as motor vehicle insurance protects you financially
when an accident happens, designating who should serve as a
legal guardian, or possess power of attorney, can protect you
in the event of a disability that renders you unable to
handle your affairs. Doing so now will ensure that your

wishes are respected. Decisions made now will ensure that the
people you wish to have control over your affairs in the
event of a disability will be appointed to carry out those
critical responsibilities.
Please note that the designation of a legal guardian or
granting of power of attorney is not handled through PennDOT.
It's best to discuss the matter with family members before
proceeding."

§ 7911. Motorcycle safety education program.

(c) Legal guardianship awareness.--The department shall
include a section with the following statement in the motorcycle
operator manual:
"Just as motorcycle insurance protects you financially
when an accident happens, designating who should serve as a
legal guardian, or possess power of attorney, can protect you
in the event of a disability that renders you unable to
handle your affairs. Doing so now will ensure that your
wishes are respected. Decisions made now will ensure that the
people you wish to have control over your affairs in the
event of a disability will be appointed to carry out those
critical responsibilities.
Please note that the designation of a legal guardian or
granting of power of attorney is not handled through PennDOT.
It's best to discuss the matter with family members before
proceeding."
Section 2. This act shall take effect in 60 days.
