A RESOLUTION
Honoring the life and achievements of former State
Representative Fred C. Noye and expressing condolences on his
passing.
WHEREAS, Fred C. Noye was born May 13, 1946, the son of
Charles Noye and Marie Heckert Noye, in Duncannon; and
WHEREAS, Mr. Noye graduated from Susquenita High School in
Duncannon in 1964 before entering the first graduating class of
1966 at Harrisburg Area Community College; and
WHEREAS, Mr. Noye earned his bachelor of science degree from
Mansfield University in 1968 and his master of education degree
at Shippensburg University in 1970; and
WHEREAS, Following his graduation, Mr. Noye taught social
studies at Cumberland Valley High School before running for
public office; and
WHEREAS, In 1972, Mr. Noye was the youngest elected
legislator in the history of the Pennsylvania House of
Representatives, serving the 86th district of Juniata, Perry and
Western Cumberland counties; and

WHEREAS, His tenure spanned 20 years, during which time Mr.
Noye was elected to a 14-year position as Republican Caucus
Chair by his peers and became the Chairman of the American
Legislative Exchange Council; and
WHEREAS, Mr. Noye served as the Perry County Young
Republicans Chairman and served on the Penn Township Republican
Committee; and
WHEREAS, Mr. Noye, upon retirement, entered into a 20-year
career in real estate; and
WHEREAS, Mr. Noye passed away on February 24, 2024, at 77
years of age; and
WHEREAS, Mr. Noye was married for 50 years to Debra Kay
(Freeman) Noye and raised two sons: Jeremy Wade Noye and his
wife Mayes; their daughters, Grace, Katarina and Valentina; son,
Andrew Charles Noye and his wife Angie; their daughters, Edyn
and Isla, plus Jack and Gracie; and great-granddaughters,
Georgia and Morgan; therefore be it
RESOLVED, That the Senate honor the life and achievements of
former State Representative Fred C. Noye and express condolences
on his passing.
